Queen honours PS excellence on her birthday

Public Service staff at all levels and in all States and Territories have been recognised by the Queen for their commitment and excellence in serving the people of Australia to mark the occasion of Her Majesty’s birthday in 2022.

The Queen’s awards for members of the Australian Capital Territory Public Service are presented in accordance with the Order of Australia and announced on Her Majesty’s behalf by his Excellency the Governor-General, General David Hurley.

Current and past members of the ACTPS being honoured on this occasion, including the recipients of the Public Service Medal, were:

OFFICER IN THE ORDER OF AUSTRALIA (AO)

Andrew CAPPIE-WOOD AO

ACT Public Service

For distinguished service to public administration in New South Wales and the Australian Capital Territory.

Mr Cappie-Wood was Director-General of the ACT Chief Minister and Treasury Directorate from 2011 to 2013 and Chief Executive, ACT Chief Minister’s Department from 2007 to 2011.

MEMBER IN THE ORDER OF AUSTRALIA (AM)

Keith Clifford BELL RFD AM

Land Information Centre

For significant service to surveying, to geospatial information, and to humanitarian operations.

Dr Bell was General Manager of the ACT Land Information Centre from 1996 to 1999.

MEDAL IN THE ORDER OF AUSTRALIA (OAM)

Maria Krystyna DOOGAN OAM

ACT Magistrate Court

For service to the law and to the judiciary.

Mrs Doogan was a Magistrate in the ACT Magistrate Court from 1998 to 2012 and Special Magistrate from 2013 to 2017.

PUBLIC SERVICE MEDAL (PSM)

Dr Damian Paul WEST PSM

Chief Minister, Treasury and Economic Development

For outstanding public service and strategic leadership and development of the Australian Capital Territory Public Service.

Dr Damian West is recognised for his outstanding strategic leadership and development of the ACT Public Service.

He has been instrumental in advancing whole of service stewardship and the consolidation and enhancement of work, health, safety and wellbeing across the ACT Public Service. Dr West has spearheaded changes in policy and practice to support the ACT Public Service through the COVID pandemic, including rolling out initiatives such as hybrid working arrangements that have enabled the Service to be flexible and responsive.

As a leader, Dr West sees the bigger picture. His conceptual and change management framework has transformed workforce planning, performance and capability across the ACT Public Service to improve existing workplace operations and create a workforce that is fit for the future.

He has been a champion of change for the ACT Public Service Graduate program, which in 2022 was named for the first time, in the GradAustralia’s Top 100 Graduate Employers of Choice. The ACT’s ranking is a testament to his strategic leadership in establishing the ACT Public Service as an employer of choice.

Dr West is a dedicated public servant, who reflects the ACT Public Service values of integrity, innovation, respect and collaboration.
