How the House Works

How the House Works is a half-day seminar to be delivered by senior officers from the Department of the House of Representatives. It is designed for public servants and others who wish to know more about how Parliament House works, including the role of the House and its members, the legislative process, and the work of House and joint committees.

Do you know how your House works? Learn about Australia’s Parliament, how to follow legislation through the House or contribute to the committee process.

The House of Representatives is where governments are formed and where most proposed Commonwealth laws are introduced.

At the close of proceedings (about 12:30 pm), in-person attendees will have the opportunity to attend the gallery in the House chamber for a Q&A on the chamber environment.

The seminar will also be offered on two other occasions in 2024: 24 July and 23 October.

SES Orientation Program

Date: 9 April – 8 May, 2024

The program is designed for newly promoted or long-term acting SES from within the APS, and newly recruited SES from outside the APS.

It enables SES to ”step up” to the higher strategic accountabilities of the role, ”step out” to take a broader systems view and engage more effectively with a diverse stakeholder group, and ”step forward” to develop more capable teams.

The program will support a new SES to take up the leadership (stewardship) and management (accountability) dimensions of their APS SES role, establishing the essential skills, partnerships and networks required for effective SES leadership.

The mindset needed to make progress on complex challenges at the SES level is promoted. The program draws on the findings of the Independent Review into the APS and recent State of the Service reports, and reflects the leadership capabilities identified by the Secretaries Board for senior APS leaders now and in the future.

Training is in a virtual environment suitable for SES Band 1 – 3, appointment as SES within the APS or acting in the role for less than 12 months.

Change Management Practitioner Program

The Change Management Practitioner Program is designed to offer extension learning to participants who have completed the Change Management Foundation Program, or equivalent learning through either formal training or work experience.

The program does not consider foundational change models or approaches, but rather addresses a number of contemporary change concepts relevant to enabling successful and sustained change outcomes and return on investment.

A dual learning pathway is offered. Participants who would like to build their personal change capabilities are invited to elect a change initiative that they will deliver/support for their agency – alongside the program delivery. These participants will receive monthly coaching sessions (eight months), offering guidance and support in analysing, designing and delivering the change as well as consolidating their personal change learnings. Alternatively, participants may elect to simply participate in the program sessions – noting that these participants will not have access to change coaching.

APS Unlocked

This program will assist you to understand the work-level standards, capability requirements and behavioural expectations at the APS 6 band. The program focuses on the work-level expectations and capability requirements at the APS 6 level detailed in the APS Work Level Standards (WLS) and the APS Integrated Leadership System (ILS). To clarify the step-up in expectations, the program compares the APS 6 work levels and capability requirements with the APS 5 level.

Getting that Selection Right

This program helps members of selection committees conduct effective selection processes. Examine relevant legislation and principles guiding staff selection and retention. Look at the three-stage recruitment process used in the APS. Create effective selection practices that include building rapport with applicants and managing judgments and evaluations. Understand the roles of the selection panel in talking to referees, reaching a recommendation decision, writing a report and giving feedback.

This course provides an understanding of the system of government and its operations as fundamental to working effectively in the APS. To successfully support ministers, parliamentary secretaries and the whole of government, all APS staff need to have an understanding of the role of the APS and the processes that underpin the Australian system of government and correspondingly, their roles and responsibilities within this system.
