Notably, he modernised Victoria Police values and facilitated leadership programs for more than 4000 employees.

Since leaving law enforcement, Richard coaches leaders across diverse sectors, emphasising improved communication and team dynamics to enhance performance. He’s renowned for shifting mindsets and uncovering strengths within individuals and groups.

Information from the Australian Government’s Digital Transformation Agency states that by 2030, it is estimated that artificial intelligence (AI) and associated machine-assisted decision-making technologies will contribute more than $20 trillion to the global economy.

AI can present many benefits to government and users of its services. AI can be used to manage resources, improve efficiencies, and enhance public services. The use of AI, however, comes with unique risks and challenges for government agencies (particularly in the space of ethics and bias). Mitigating these risks and challenges is important, but possible, and will allow agencies to recognise these benefits.

While the potential for efficiency gain is clear, there are inherent challenges to AI applications in the business of government. For example, regulatory and service delivery impacts must consider the potential for adverse implications for individuals and enterprises.

So, how does the public purpose sector approach this transformation in digital capability while also being diligent to ensure its responsible use? This event, organised by the Institute of Public Administration Australia Queensland, will bring an esteemed panel of leading speakers together to share insights and perspectives on the opportunities and challenges of leveraging AI across the Queensland Government.

With expertise in human resource management, injury prevention and injury management, Dr Bailey served as a research fellow at UniSA, contributing to the Australian Workplace Barometer project.

Passionate about applied practice, she founded The OPUS Centre for Psychosocial Risk, collaborating with industry partners to develop integrated workforce health and safety systems. As a consultant, Dr Bailey empowers diverse organisations to create safe work environments that optimise both worker health and productivity.

Planning law is at the heart of all land value in the state, and a key driver of commerce. Thomas will provide an overview of the planning law system from the point of view of public authorities – both consent authorities and agencies with development responsibilities, and the various themes and trends in planning law.

With NSW facing a housing crisis, Thomas will examine what the government is doing to try to increase housing supply, and what lies within planning law history or existing laws to assist with the provision of housing.

As a former public servant in the planning and mining portfolios and in a government development agency, he combines private sector perspectives with a personal appreciation and experience from within government.
