Public sector honoured on Queen’s birthday

Her Majesty Queen Elizabeth II has marked her birthday in 2021 by recognising the commitment and dedication of the many public servants who have served the people of Australia over and above the call of duty in the past year and beyond.

Her Majesty’s awards, presented by the Order of Australia, were unveiled for the public in Canberra earlier this week by the Governor-General, General David Hurley on her behalf.

Staff members of the Queensland Public Service recognised and honoured by the Queen on her birthday included:

OFFICER OF THE ORDER OF AUSTRALIA (AO)

Gerard Patrick BRADLEY AO

For distinguished service to public administration, to economic policy, and to the community of Queensland.

Mr Bradley has been Chair of the Queensland Treasury Corporation, Capital Markets Board, since 2012.

PUBLIC SERVICE MEDAL (PSM)

Gregg BUYERS PSM

Brisbane City Council

For outstanding public service to infrastructure projects in Queensland.

Mr Buyers has been a Senior Executive with the Brisbane City Council for over 30 years. During this time he has played a leading role in the successful delivery of several of the city’s most iconic infrastructure projects, which has left a vital and lasting legacy for both Brisbane and the surrounding South East Queensland region for generations to come.

Commencing as a Graduate Engineer with the Council in 1991, he has had a long and distinguished career working across the organisation to develop an extensive knowledge of planning, design and delivery for major infrastructure projects.

As the Manager of the Council’s Major Projects, he has directed and undertaken a fundamental role in the planning and delivery of Brisbane’s largest capital works projects in recent history, including the successful planning, design and delivery of the Inner City Bypass and Eleanor Schonell bridge.

He subsequently became the Project Director for Council’s TransApex suite of projects, including the Clem Jones and Legacy Way Tunnels, and the Go Between Bridge, and the recently completed Kingsford Smith Drive upgrade project.

Mr Buyers has been vital to these flagship projects from inception to completion, directing each project through the feasibility, planning, procurement and delivery phases to ultimately transform Brisbane’s transport network.

James HUGGETT PSM

Maritime Safety Queensland

For outstanding public service to maritime safety in Queensland.

Mr Huggett is a highly experienced mariner and senior manager with Maritime Safety Queensland (MSQ) who, over a 36-year career, has demonstrated leadership and innovation in the pursuit of seafarer safety and clean seas.

He has made significant contributions to, and innovations in, project, program and policy development in many areas of MSQ’s business. In recent times he has led responses to a series of maritime emergencies and natural disasters.

He is highly respected among a network of maritime industry executives and government leaders across a range of public administration areas for his knowledge, insight, advice, and decisive leadership. While he has commanded respect among this leadership echelon, he has never lost sight of his responsibilities to mentor and encourage junior staff within MSQ.

Mr Huggett’s lifelong and effective contribution to maritime safety, and the marine environment, in Queensland is of the highest order.

Anthony Charles LAMONT PSM

Queensland Health

For outstanding public service to paediatric radiology in Queensland.

Associate Professor Charles Lamont is a highly regarded and experienced Radiologist who has brought immense knowledge and experience to all of the hospitals that he has engaged with in the state.

He has made significant contributions to his profession and wider society in the field of Paediatric Radiology and associated research through the re-establishment of defunct Radiology departments in several hospitals, establishing a Fellowship in Paediatric Radiology (the first Radiological Fellowship in Queensland). Whilst at the Mater Children’s Hospital in Brisbane, he invented a special infant feeding device that simplified radiological investigations.

His research work and publications are very highly regarded both nationally and internationally, and he is an inspiration to young Registrars. His passion for the best possible paediatric radiology service saw the introduction of a wealth of innovative changes to improve the efficiency and capability of the service.

Dr Lamont’s commitment and dedication to the health of young Queenslanders is of the highest order.

Deborough Anne MACBETH PSM

Gold Coast Hospital and Health Service

For outstanding public service to community health in Queensland.

Dr Macbeth joined Gold Coast Health in 1991 and since 1993 has been an infection control professional.

In addition to making an ongoing contribution to the profession through research and publication, she has developed clinical capacity through mentoring and training and also served on the Australasian College of Infection Prevention and Control’s Credentialing and Professional Standards Committee and as a Board Director.

She is responsible for growing and developing the Infection Control department at the Gold Coast Hospital and Health Service. In 2003, she took the initiative to establish the infection control protocols and practices required to manage the SARS pandemic. In 2009, she was instrumental in establishing Queensland’s first fever clinic in the grounds of the Gold Coast Hospital in response to the Swine Flu (H1N1) pandemic.

Dr Macbeth’s experience has been pivotal to the growth and development of the tertiary-level Infection Control, Infectious Diseases and Rheumatology departments at Gold Coast Health, which ultimately positioned the health service to respond to the COVID-19 pandemic.

Annette Maree SCOTT PSM

Darling Downs Health

For outstanding public service to community health in Queensland.

Ms Scott has a career spanning over 38 years in managing and delivering health care services including private physiotherapy practice, public hospital inpatient and outpatient services community home visiting and rehabilitation services and rural outreach health services.

She has served as the Executive Director of Allied Health, Darling Downs Health since August 2013 and is a highly valued member of the Executive Team. She is the state representative for the Allied Health workforce on the Queensland Clinical Senate Executive, the peak clinical advisory body in Queensland.

Her experience also extends to managing a range of health-related projects focused on service and health workforce redesign. Annette played a key role in the planning and implementation of the only University Department of Rural Health established in southern Queensland. She has been the Silver Commander for the COVID-19 Response since March 2020. Her expertise and leadership resulted in Darling Downs Health being well prepared to respond to outbreaks of COVID-19 within the community. She currently is leading the regional taskforce for the COVID-19 vaccination roll out.

Ms Scott’s commitment and dedication to the health of the community of Queensland is of the highest order.
