New building Code to grow quality

New requirements for building and construction are now in effect across the ACT, as implementation of the 2022 National Construction Code (NCC) begins.

Welcoming the new requirements, Minister for Sustainable Building and Construction, Rebecca Vassarotti said the changes would make sure new construction work met modern standards for safety, health, amenity and sustainability.

“Throughout our city’s history, Canberrans have been rightfully vocal about their expectations for high quality development,” Ms Vassarotti said.

“The changes to the construction code I’m announcing today are technical in nature but they are part of the important work, including engineering registration and developer licensing that I am delivering so that Canberrans can have confidence in the quality of their homes,” she said.

“A further suite of changes to the National Construction Code to lift accessibility and energy efficiency standards will come into effect in October 2023.

“This reform will ensure the quality of new construction reflects the expectations of Canberrans.”

Ms Vassarotti said the 2022 NCC incorporated new requirements for fire protection measures and water pressure / use efficiency; health and amenity changes related to waterproofing, sound insulation and condensation management; structural safety requirements related to steel framing, footings and masonry construction; and plumbing for drinking water and sanitary drainage requirements.

She said the new Code also included fire safety requirements for schools and early learning centres in high-rise buildings, external wall combustibility and buildings in bushfire prone areas; and access (entry and emergency exit) for schools and early learning centres in high-rise buildings and fixing of balustrades.

“The NCC applies to any new building work, or significant alteration to existing buildings, but does not cover things like gas fitting or electrical requirements,” the Minister said.
