Commission’s report card to test city Plan

The State Planning Commission has released its 2021-21 Report Card on the 30-Year Plan for Greater Adelaide, to monitor the Plan’s progress.

The Commission said 30-Year Plan for Greater Adelaide – 2017 Update Report Card provided an overview of the progress made against the six high level strategic targets, which served as a key tool in establishing whether the policies and actions outlined in the Plan had been effective in delivering the new urban form.

It said the updates on each target were reviewed and measured in 2020 against the 2015 baseline values set in the Plan.

The Commission said the Report identified that three of the six strategic targets were on track for delivery by 2045 and would continue to be monitored, with the measures for the three remaining targets requiring review.

It said, two targets, Target 3 – Getting Active and Target 4 – Walkable Neighbourhoods, were currently measured using Census data which was captured every five years.

The Commission said that with 2021 Census data not yet released, the targets were difficult to accurately measure.

It said the data collection method for Target 5 – Green Liveable City changed in 2018/19 with the introduction of Light Detection and Ranging (LiDAR) data which was a more accurate measure of tree canopy than the previously used i-Tree (random sample) method and, as a result, it was not possible to measure progress against the baseline in the Plan.

The Commission said a review of all six high level strategic targets would commence in 2022 as part of the 30-Year Plan update.
