Ghana is to increase its support for the training of senior Public Servants currently serving in the breakaway State of Somaliland.
Rector of the Ghana Institute of Management and Public Administration (GIMPA), Samuel Kwaku Bonsu said the institute would organise a training program to enhance Somaliland officials’ knowledge of Public Service practice.
“This program will strengthen the capabilities of the beneficiaries and improve Civil Service management at the institutional, organisational and individual levels,” Professor Bonsu (pictured) said.
He was speaking after GIMPA received a 10-member delegation from the Somaliland Civil Service Institute and various heads of other institutions to explore training opportunities.
Professor Bonsu said GIMPA had been working with officials from Somaliland since 2020 to help them to develop their capacities as Public Servants.
“The Somaliland officials are here to put into concrete some of the things we have been discussing over the years,” the Rector said.
“We have visited them on a number of occasions to monitor their operations and this is the first time they are visiting us,” he said.
“We will synthesise the various issues we have been discussing and chart a path in building and strengthening their capacities to improve Public Service delivery.”
Professor Bonsu said that in the meantime, GIMPA would continue to visit Somaliland and monitor its activities, proffering the necessary directions in restructuring its public sector training institutions.
Somaliland, in partnership with the World Bank, initiated the Civil Service Strengthening Project and contracted GIMPA to support human resource and institutional capacity improvement in targeted Government Ministries, Departments and Agencies.
Auditor General of the Republic of Somaliland, Ahmed Yusuf Dirir said expertise from GIMPA was expected to address some of the challenges faced by the Somaliland Government in the field of public sector services.
Somaliland is a de facto State in the Horn of Africa, although still internationally recognised as part of Somalia.
