State planners unveil planning snapshot

The State Planning Commission has unveiled the first comprehensive performance snapshot of the State’s planning system.

Chair of the Commission, Helen Dyer said the first Performance Indicators Scheme Annual Report 2020-21 demonstrated that some real improvement was being delivered.

Ms Dyer said the Scheme captured and presented data associated with all applications within the planning system and played a significant role in both monitoring and identifying opportunities for system improvements.

“It is also the first real snapshot on the performance of the planning system to date and pleasingly demonstrates some real improvement is being delivered,” Ms Dyer said.

She said the Report was based on performance data outlined in the Scheme, which came into full effect in March 2021.

She said the Report drew from a single data source, the Development Application Processing system (DAP), and enabled comparison with the planning system’s performance over time.

Ms Dyer said the first Report did not draw any concrete conclusions, however it did provide encouraging early observations and highlighted a raft of noteworthy improvements.

She said these included: Greater ability to analyse trends and identify recurring issues; 90 per cent of granted consents assessed within statutory timeframes; Deemed-to-Satisfy developments accounted for 15 per cent of total lodgements; and Average processing time for performance assessed applications markedly lower.

Ms Dyer said the system’s performance indicators would be further refined and analysed as more definitive trends developed and more ideas for system improvement were identified.

The next Annual Report is due by 30 September 2022.
