Probe completes Parliament as a workplace

A report into the procedures and processes relating to serious incidents in the parliamentary workplace, commissioned by the Prime Minister in February, has been completed.

The report found a number of gaps in the response to the types of incidents.

Conducted by Deputy Secretary Governance in the Department of Prime Minister and Cabinet, Stephanie Foster, the report recommended the establishment of a 24/7, independent, confidential and trauma-informed phone support line for all staff and Parliamentarians as a matter of urgency.

The Prime Minister, Scott Morrison said the report sought to ensure that processes were independent, provided empowerment to victims as well as timely, effective and ongoing support.

“Beyond measures already put in place, her recommendations include implementation of a face-to-face education program helping managers and staff understand their obligations in relation to a safe and respectful workplace,” Mr Morrison said.

He said the education program would also help staff recognise and respond appropriately to serious incidents or patterns of behaviour in the workplace.

The Prime Minister said work on this program was already under way.

Also recommended was the development of an independent, confidential, complaints mechanism for serious incidents.

Mr Morrison said this was more detailed and complex and would require consultation across the Parliament.

“I intend to take this report to Cabinet and respond to the recommendations on behalf of the Government. Following this, I will seek to engage with all parties and Parliamentarians to implement the response,” the Prime Minister said.

While compiling her report, Ms Foster worked closely with Sex Discrimination Commissioner, Kate Jenkins.
