Pakistan’s new Government has established a taskforce to undertake the Public Service reforms it promised in its election manifesto.
The Cabinet Division has issued the taskforce’s terms of reference which include making recommendations on legislation to redesign the Public Service’s structure at both the Federal and Provincial level.
The taskforce is to look into human resource policies, management, recruitment, training, and career planning.
The Cabinet also decided to establish another taskforce to revamp the education system across the country, and yet another that would seek to reclaim money that had been illegally stashed abroad by Pakistanis.
However, Public Servants working for the provinces have voiced reservations about the projected reforms.
In a letter to the Prime Minister, Imran Khan (pictured), the Provincial Civil Services (PCS) and Provincial Management Service (PMS) Officers Associations said matters dealing with the provinces were a matter for the provinces and the Federal Government should not be interfering.
The letter also said that more than 1,000 positions in the Provincial Public Services were lying vacant because past Governments had interfered in areas which should be the preserve of the provinces, such as health, education and Local Government.
“This is a negation of the Constitution and an injustice to the hundreds of Provincial Civil Servants who have been denied promotion,” the letter said.
