NEPAL: PS reforms hit a snag

Nepal’s Public Service reforms have hit major problems, with the Government saying it needs more time to fully implement the new three-tier system.

A Government spokesperson said placing workers in Federal, Provincial and Local Governments would require legislation that it had not yet implemented.

The spokesperson said the adjustment should be done within six months of the passing of the Employee Adjustment Act and its component legislation.

A senior official at the Ministry of Federal Affairs and General Administration (MoFAGA) said that without this legislation permanent adjustment of Government staffing would be difficult.

Secretary of the MoFAGA, Dinesh Thapaliya (pictured) said the legislation was necessary if PS employees were to be moved among any one of the three tiers.

The Government first plans to deploy staff to the Local Government level followed by Provincial Governments and then Central Government offices.

Employee unions have concerns over the initiative and want promotions by one level for all staff moving to Provincial and Local Government offices.

President of the Public Sector Union, Punya Prasad Dhakal said it had demanded all second-class officers should be promoted to first class and first class bumped up to officer level.

He said there were concerns that Provincial and Local Government officers would eventually be forced on to lower pay levels than they enjoyed at present.
