Malaysian Public Servants are to be subjected to rotation within their Departments or Ministries under a system to check corruption and improve efficiency.
A circular from the Public Service Department (JPA) says officers in essential services must be rotated after serving between three and five years in a post, while those in other services will be involved in the move any time between three and eight years.
Director-General of the JPA, Mohd Khairul Adib Abd Rahman (pictured) said this move followed a directive by Chief Secretary to the Government, Mohd Zuki Ali calling on the Department to curb malpractices and inefficiency.
“In view of this, all Ministries and Departments must carry out the internal rotation of at least 50 per cent of staff, with the order coming into effect immediately,” Tan Sri Mohd said.
Earlier, the Director-General had slammed officers over public dissatisfaction with their level of service delivery.
Tan Sri Mohd said Public Servants had been too perfunctory in their treatment of the people they were supposed to serve.
“Get rid of the old [work] culture,” Tan Sri Mohd said.
“We all must realise and appreciate the fact that while other workers (in the private sector) are facing retrenchment during the COVID-19 pandemic, we are not affected,” he said.
“Improve the quality of service and determination to perform the duties of serving the people and to ensure that the Government’s aspiration is achieved,” Tan Sri Mohd said.
