MALAYSIA: Anti-corruption plan announced

The Malaysian Government has announced the National Anti-Corruption Plan (NACP) to promote integrity and good management in public sector administration.

Under the NACP, the Election Commission (EC) has been given one year to undertake a study on the viability of an electronic electoral system and to implement one if it is deemed feasible.

A Government spokesperson said the EC would review the amount of election expenses allowable for each constituency, decide on whom it should be spent, and give a clear definition of what constituted election expenses.

“The EC will also be given about five years to establish an EC Nomination Committee and a bipartisan Parliamentary Select Committee on EC’s membership, finance, delimitation exercise and any other matters of public and national interests,” the spokesperson said.

“As Malaysia moves towards better transparency and accountability in Government administration, the NACP has outlined nine initiatives, including amending the Federal Constitution and States Constitution by limiting the term of office for the Prime Minister and Chief Ministers.”

The spokesperson said other initiatives included new legislation governing political funding to include an offence of lobbying, as well as improving the mechanism relating to the acceptance of gifts, entertainment and payment by PS employees.

The NACP also stresses the need to enhance the effectiveness of the education and continuing professional development of public officers through human governance-based programs.
