Industrial Relations Victoria (IRV) has developed a Policy to guide Government Departments in managing any workforce transition needed to deliver the re-organisations arising from the 2021/22 Budget.
IRV said the primary focus of its Workforce Transition Policy was on workforce planning and mobility, to provide opportunities for employees to be deployed to support changing Government priorities.
“This will be complemented by enhanced opportunities for specific and extended training for employees, to facilitate mobility through the Jobs and Skills Exchange,” IRV said.
“A range of other tools will help Departments manage the required transition, such as natural attrition, vacancy management, exploring alternative work arrangements and reducing use of labour hire and consultancies,” it said.
“Departments will work through how they will implement the new Budget measures, what changes to their operations will be required and which workforce transition tools they propose to use.”
IRV said available tools under the Policy also included Early Retirement Packages (ERPs), voluntary schemes that require Australian Taxation Office (ATO) approval.
The Agency said Departments would consider whether ERPs were offered and to which groups of employees.
“Once Departments have decided on a proposed approach, they will consult with the union and employees, and provide a chance for employee input before a final decision is made,” it said.
