INDONESIA
A number of Local Government leaders in Indonesia have asked the Central Government to lift the moratorium on Public Service recruitment, saying they need to recruit officers with specific skills.
The officials, known as Regents, said the need for experts in digital technology was especially urgent if their areas were to improve productivity.
The Regents made their request during a meeting with President, Joko “Jokowi” Widodo at the Bogor Palace in West Java.
Regent of Sidoajo in East Java, Saiful Ilah said Local Governments needed new employees to handle digital programs such as the Online Single Submission system launched by the Central Government.
Mr Ilah said most of his PS employees were of a senior generation and could not manage the new technology.
“We need fresh minds to catch up with [the new] programs, but we cannot recruit new Civil Servants,” Mr Ilah said.
The moratorium came into effect on 1 January 2015 and is scheduled to end next year.
This followed an earlier moratorium imposed in 2010–11 during the administration of Susilo Bambang Yudhoyono.
Regent of Jember, also in East Java, Hj Faida (pictured) said that three years after the moratorium was imposed, regional administrations were now facing a shortage in staff.
She said her administration could start recruiting local talent once the Central Government agreed to lift the moratorium.
“The recruitment is now open to all, everyone can apply, but we want to make sure that local talents are given the chance to work in their home towns,” Ms Faida said.
