INDIA: Bureaucracy’s ‘silo culture’ slammed

Indian Union Minister, Jitendra Singh (pictured) has slammed the continuing ‘silo culture’ of the Federal Public Service, saying it’s not good for the country and cuts officials off from the needy and the poor.

Mr Singh, who is also Minister of State for Personnel, said the country was changing and new roles and responsibilities for Public Servants were emerging.

“There is an urgent need to bring constant adaptability and flexibility to the roles and responsibilities of Civil Servants so they can assimilate, adapt and adjust to these changes,” Mr Singh said during an address to graduates of the Lal Bahadur Shastri National Academy of Administration.

“The presence of silos and hierarchy is not good for the country and the Civil Servants must become more accessible to the needy and poor,” he said.

Mr Singh said there was now a requirement for the bureaucracy to be “creative and constructive, imaginative and innovative, proactive and polite, professional and progressive, energetic and enabling, efficient and effective, transparent and tech-enabled”.

“As a role model for the common man, officers must strive to work from the local level to the central level in a passionate and independent manner,” the Minister said.

“This means Civil Servants need to continuously learn, unlearn and relearn in order to adjust to the rapidly changing perspectives in India,” he said.
