ICAC to evaluate Super SA

The Independent Commissioner Against Corruption has launched an evaluation of the practices, policies and procedures of Super SA to ensure the administrator has effective systems in place to prevent corruption.

Commissioner, Ann Vanstone said an evaluation was not an investigation of specific conduct and previous ICAC evaluations had provided public authorities with valuable recommendations.

Commissioner Vanstone said that with a view to advancing comprehensive and effective systems for preventing or minimising corruption in public administration, she had decided to conduct an evaluation of Super SA, which began on Monday 1 November.

“Super SA performs an important function in South Australian public administration,” she said.

“It is essential that Super SA has effective systems in place to prevent corruption.

“An evaluation is not an investigation of particular conduct.

“If during the course of an evaluation conduct is identified which requires investigation, that conduct will be dealt with separately and in accordance with the legislation.”

The Commissioner said the scope of the evaluation would include: The extent to which Super SA’s governance framework adequately guarded against the risks of corruption; and Super SA’s practices, policies and procedures in respect of human resources management (including recruitment), project management, and contract management, and whether practices, policies and procedures in these three areas provided appropriate safeguards to control against corruption.

“In the coming months, I will invite submissions which are relevant to the scope of the evaluation from members of the public,” she said.

“While I cannot set a definite timeframe for the evaluation, I hope to be in a position to deliver a report to each House of Parliament in the first half of 2022,” Commissioner Vanstone said.
