The Hong Kong Government has ordered all Public Service Departments to resume normal working, saying it is essential “for the functioning of society and the economy”.
A Government spokesperson said some Agencies might require time to carry out necessary manpower deployment and procure supplies, or need to comply with COVID-19 pandemic rules.
“As there may be a higher demand for various public services at the beginning of service resumption, the waiting time for public services may be lengthened, or a longer time may be needed for the processing of applications,” the spokesperson said.
“We appeal for the understanding of members of the public,” they said.
The spokesperson said members of the public visiting Government buildings or offices should wear surgical masks at all times, and comply with the infection control measures, including temperature checks and using the LeaveHomeSafe mobile app.
Meanwhile, the Government said it would open an interim Public Service College this year, ahead of the construction of a purpose-built facility in 2026.
The college aims to enhance Public Servants’ understanding of national affairs and the constitutional order of Hong Kong.
A document placed before the Legislative Council states that all new recruits would receive Basic Law foundation training within three years after joining the service, which would include topics on the National Security Law.
“The Government attaches great importance to national studies training for Civil Servants,” the document says.
“Enhancing the understanding of the Civil Service on national affairs and the constitutional order will be a key priority of Civil Service training,” it says.
