Four research papers produced by the Australian and New Zealand School of Government (ANZSOG) for consideration by the independent panel reviewing the Australian Public Service have been released.
The four papers are:
The APS’ Relationship with Ministers and their Offices, by Anne Tiernan, Ian Holland and Jacob Deem, which explores the interactions between the APS, Ministers and their offices and how they have changed over time, while suggesting a new vision of the APS as open to the community;
Evaluation and Learning from Failure and Success, by Paul ‘t Hart, Rob Bray and Rob Gray which discusses the evaluation capacity and capability of the APS and how it might adopt a sustained approach to learning from successes and failures;
The APS Integrity Framework, byNikolas Kirby and Simone Webbe, examining the concept of integrity and the possibility of developing a framework that integrated performance, capability and effectiveness with integrity; and
2030 and Beyond: Getting the Work of Government Done by Janine O’Flynn and Gary Sturgess, which explores APS commissioning and contracting and how it deploys its tools to pursue outcomes.
The fifth and sixth papers – Working Better with other Jurisdictions and Ensuring a World-class Australian Public Service: Delivering Local Solutions – are to be released in due course.
All six papers draw together research and provide up-to-date expert perspectives on the key issues they cover.
