Malaysia 12th national plan (12MP) has outlined a number of reforms to the public sector aimed at improving service delivery and affirming a commitment to integrity, transparency and neutrality.
In the national plan, The Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) said reform measures included nurturing a high-performing Public Service, advancing a whole-of-government approach and enhancing budgeting and project management.
“A stronger public sector will create more effective, accountable and efficient Government machinery to fulfil the rising expectations of the rakyat (people),” the MAMPU said.
“Malaysia needs to undertake a number of fundamental reforms to create a more efficient and effective Public Service, including a competitive remuneration system, clear succession planning and individual career path development, to attract and retain… talent who are future-ready,” it said.
MAMPU said that in pursuit of a citizen-centric Government, efforts would be undertaken to transform the Public Service through a whole-of-Government approach where the focus would be on improving Government administration and operational efficiency, enabling better decision-making and innovation, and strengthening the governance ecosystem.
“Digitalisation will be fully leveraged in ensuring operational efficiency and adapting to the new normal,” the Planning Unit said.
“In the 12MP, priority will be given to enhance quality decision-making and encourage innovation,” it said.
The country’s main Public Service Union has come out in support of the plan, saying Government workers were committed to its policies and programs.
President of the Congress of Unions of Employees in the Public and Civil Services, Adnan Mat said the 12MP included the introduction of a Public Service Act, which would clearly spell out powers and responsibilities of members of the administration and Public Servants.
