A range of variations to the State’s planning regulations adopted by PlanSA during the recent lockdown proved effective preventing the spread of COVID-19.
PlanSA said the Planning, Development and Infrastructure (General) (Application of the Act) and Variation Regulations 2021 (Regulation variations) helped ease pressure on supermarkets, ensured that supply chains were not impacted by planning restrictions, and that goods could be delivered at any time to help meet increased customer demand.
The Agency said the Regulation variations were gazetted so the increased demand did not breach conditions of development approval and would apply to 30 September 2021, or an earlier date if designated in a notice by the Minister in the SA Government Gazette.
It said the variations also provided for the delivery of goods to other retail outlets other than supermarkets such as chemists, hardware stores or bottle shops which would not breach conditions of development approval and shops could be open to the public at any time without breaching conditions of development approval that restrict their hours of operation.
The Agency said the regulation variations also ensured that time periods for development applications requiring public notification were not impacted due to the lockdown.
It said the time period would not apply until a sign could be placed on the land and letters sent to neighbouring property owners.
PlanSA said the temporary variation ensured that neighbouring property owners, and the general public had sufficient time to respond to the notification.
