People with doctorate degrees will be eligible for automatic entry into the senior ranks of the Philippine Public Service under legislation currently before Parliament.
Representative Gary Alejano (pictured) has presented a Bill to the House of Representatives that says doctorate holders should be “recognised for their educational competence and fitness, for appointment or promotion to executive Public Service positions”.
Mr Alejano said if the Bill was passed it would “provide the same privilege given to those who passed the bar or board examinations”.
The Republic Act already provides that bar examinations and the examinations given by the various boards of examiners of the Government are declared the equivalent of the Public Service examination.
Mr Alejano noted that those who passed these examinations could be appointed into the Public Service without the necessity of passing the Public Service examination, apart from those positions requiring highly specialised knowledge.
The Bill requires the registrars or other responsible officers of duly accredited colleges and universities offering doctorate degrees to regularly furnish the Civil Service Commission (CSC) with a list of graduates who have been conferred with doctorate degrees within 60 days from conferment.
Mr Alejano said the legislation would be backdated so that all those already with doctorate degrees would be automatically eligible for the Public Service should they desire to apply.
