The Department of Industry, Science, Energy and Resource has proposed amendments to the way greenhouse gases and energy regulations and measurements are reported and is seeking public comment.
The Department said it reviews the National Greenhouse and Energy Reporting (NGER) Scheme each year to ensure it remains fit for purpose.
“We are proposing updates to the National Greenhouse and Energy Reporting Regulations 2008 (NGER Regulations) and National Greenhouse and Energy Reporting (Measurement) Determination 2008 (the Measurement Determination),” the Department said.
“We are interested in hearing views on the practical operation and application of our proposed changes,” it said.
“This consultation will help us finalise the draft amendment instruments, which will be legislative instruments for the Legislation Act 2003.”
The Department said the proposed amendments would update emission factors based on updated Global Warming Potentials (GWPs) in order to align NGERs with the Australian Government’s implementation of the Paris Agreement; and update the list of matters to be identified in reports under Part 2 of Schedule 3 of the NGER Regulations (Oil or gas) in order to support the preparation of the National Greenhouse Accounts.
It said proposed amendments would also update emission factors used to estimate emissions resulting from the consumption of electricity purchased or lost from the grid (‘scope 2 emissions’) based on the latest available data.
It said submissions would be accepted until 10 June.
