The Kazakhstan Civil Service Affairs Agency (CSAA) says it will extend the use of a computer system called E-kyzmet to monitor all Public Servants’ career promotions.
E-kyzmet is a fully automated system that controls personnel processes and operates throughout the Public Service.
Head of the CSAA, Anar Zhailganova (pictured) said the system could monitor all the necessary information on career promotions of Government workers.
“We will monitor the appointments for compliance with legislation,” Ms Zhailganova said.
“All the information will be checked and studied and the Department of State Service Control will respond to any violations on a timely basis.”
She noted that more than 7,000 young PS employees were promoted last year as a result of the findings made by the pilot of E-kyzmet.
“These employee evaluation results were taken into account when making decisions on bonuses, promotions, training, rotation and demotions or dismissal from public office,” Ms Zhailganova said.
“The system has proved its effectiveness in the pilot.”
She said a career model for the Public Service was introduced in 2015, which meant every worker had opportunities for career growth.
Ms Zhailganova said the conditions of the program would ensure the principle of meritocracy.
“We will continue promoting the best employees, while ensuring the transparency and efficiency of the personnel growth system,” she said.
“As a result, staff turnover has significantly decreased; turnover at the Ministry of Justice, for example, has reduced from 4.6 per cent to 0.6 per cent since the project was implemented.”
