You will be joining the division at an exciting time as the Parliament has recently passed legislation to establish the New Vehicle Efficiency Standard (NVES) to reduce light vehicle emissions. The NVES is a historic reform for Australia, which will see our country achieve 321 million tonnes of abatement, $95 billion in fuel savings and $5 billion in health savings out to 2050.

To implement the NVES, the government is establishing a new branch in the Department as the NVES regulator.

This is a unique opportunity to build a new regulatory function from the ground up. The NVES regulator will:

  • Establish the regulator, including developing the NVES regulatory posture, the development of standard operating procedures, and integration of enforcement functions with the IT platform.
  • Develop relevant governance mechanisms.
  • Assist with the administration of the NVES Act, including fulfilling duties delegated by the Secretary (such as the issuance of NVES carbon units).
  • Establish various instruments, including:
    • Registry rules to govern the trading of NVES carbon units;
    • Delegation instruments;
    • Instruments specifying the disclosure of certain information from the regulator;
  • Leading and managing NVES investigations, enforcement and regulatory activities;
  • Engaging with industry to build industry participants’ understanding of their new regulatory obligations through education activities and industry engagement;
  • Working closely with the Surface Transport and Emissions Policy division and the Net Zero Unit on transport emissions and light vehicle policy, including on the making of instruments under the new scheme;
  • Working closely with the Road and Vehicle Safety Division on joint regulatory functions, including administration of relevant provisions of the Road Vehicle Standards Act, and the IT functions required by the NVES Act;
